USA, January 15, 2021 /EINPresswire.com/ — The Department is proposing to update the method of collecting and processing aviation traffic data in the Origin-Destination Survey of Airline Passenger Traffic (O&D Survey), as well as to expand the number of reporting air carriers, the sample size collected, and the scope of the data reported. These changes would align the current O&D Survey with modern industry business and accounting practices, enable cost savings, reduce burden through automation, and provide enhanced utility for users of the data. In addition, DOT is proposing to change the timing of the release of the Form 41, Schedule T-100(f) “Foreign Air Carrier Traffic Data by Nonstop Segment and On-flight Market” from a 6-month delay to a 3-month delay to match that of Form 41, Schedule T-100 “Air Carrier Traffic and Capacity Data by Non-Stop Segment and On-Flight Market.”

When the current rules for collection of the O&D Survey were established in the 1960's,the O&D Survey provided the best reasonably obtainable measure of passenger aviation activity.The mainframe technologies of the era dictated many aspects of the O&D survey business process and the elements selected for collection. A key driver of the process was that data storage was expensive in that era which resulted in a minimum of data elements being included.This meant more robust descriptive data, such as the time of arrival and departure, were not included in the collection. Because mainframes were centralized computing resources, the O&D Survey process was designed to route paper tickets to a centralized facility for processing and loading into the systems.

In the intervening years, changes in airline business models and accounting practices enabled by technology improvements were not reflected in DOT’s collection methodology, leading to a misalignment between the rules for reporting the information and current accounting practices that generally requires human intervention to reconcile differences and prevents O&D Survey Reporting Carriers from fully automating the system of data collection. The primary design issue that prevents current improvements is the regulatory requirement that the operating carrier that first touches the ticket is the carrier that has responsibility to report the ticket, known as the “first reporting carrier rule.” In the 1960's, this rule was selected because the most efficient process was physically to detach the ticket coupons as they were flown for each flight and send all the coupons to the centralized processing facility to be matched and combined with the relevant revenue information. Because the carrier that issued the ticket, which had all the necessary information on hand, often did not first touch the ticket, the carrier with the least amount of information was by rule responsible for reporting the ticket. Modern and decentralized E-ticket systems eliminate the need for a physical coupon matching process and enables more efficient reporting rules and access to more relevant data.

DOT has worked with representatives of the aviation industry trade association Airlines for America (A4A) to determine the best way to improve the methodology, collection, and utility of the O&D Survey. DOT is proposing this rule to reform and simplify the O&D Survey,principally by reorienting the reporting requirements so that air carriers report primarily information for tickets that they issue.

Farther Flung
An increase in trip length can be attributed to the added time needed to visit more far-flung spots as travelers seek less populated, more outdoorsy destinations. “As for destinations, the more remote the better, so think Patagonia over Buenos Aires,” commented Delany. “For instance, we saw a big spike in interest in Antarctica where bookings increased by 25%.”

Right Now or Much Later
As conditions continuously shift, booking windows have increased their variability, with trips either planned within weeks or plotted many months or even years in advance. Prolific and eminent abstract painter Janna Watson- who recently held an Art Show in Vancouver between the 9th and 23rd of January, has released a new series that has been categorized by enthusiasts around the world as an ‘act of therapy’.

Based on the artist’s young niece, the inspirational piece serves as an unrivalled demonstration of a more ‘simple’, yet ‘innocent time’; and consequently demonstrates a bold and clear ‘break away’ from the cruel reality of the unprecedented world pandemic.

‘Finding Joy’: A dive into the Janna Watson’s Work

Popular Canadian abstract painter Janna Watson has dedicated her latest project to Joy- her three-year-old niece, who has evidently been a significant source of inspiration for her by ensuring she is always: living in the moment, encapsulating her own unique creativity, and tightly securing her sense of wildness.

As mentioned above, the offering has been said to serve as a visual and pragmatic ‘escape’ from the cruel, solitary, and somewhat ‘bogged down’ reality of the unprecedented state of our current world.

From ‘’Hanging on Very Tight’ whilst rocking on a toy horse, to realizing that ‘Everything is Spicy’ after consuming a raw garden beet, to inadvertently following a balloon that’s ‘’Going Where I’m Going’’, Joy’s innocent, yet adventurous spirit is consistently portrayed in the series- a testament to the artist’s fundamental source of inspiration.

Unsurprisingly, Watson’s signature element of unquestionable ‘boldness’ and emotionally-charged constitution has not changed, but the consequent addition of Joy has contributed towards a flavorful expressionist moment that positively encapsulates a state full of wonder.

This series sees an outstanding portrayal of a ‘pictorial and physical’ space collapse which begins with Joy. The artist’s niece is shown riding a horse, feeling both free and adventurous and- perhaps most importantly, being proud of herself, all in a dress that Watson gifted her.

The scene has been a prolific source of inspiration for the series and has inspired an abundant amount of colourful shapes and block colouring- an emerging aesthetic in Watson’s work which has been significantly drawn out so as to proliferate the purity of the pigments in her series.
“In a time where it’s hard to know what’s right and everything is so complex, I was drawn to the simplicity around Joy,” said Watson. “It happens when we are in our organic state, when we can be spontaneous and in our hearts. Sometimes life happens and we forget what it feels like to be free, simple and spontaneous."

Achievements and historic background

Watson holds an honours degree in Drawing and Painting from the Ontario College of Art and Design, and since graduating has held exhibitions extensively across Canada, and internationally in over 20 solo exhibitions.

Her work has appeared in notable public collections including those of: TD Bank, CIBC, Nordstrom, Telus, the Ritz-Carlton, ONi ONE, Microsoft, the Soho Metropolitan Hotel, and Saks Fifth Avenue. In 2013, she was commissioned to create an impressive 11 x 31-foot painting for the lobby of AURA, Canada’s tallest residential building.

NEW YORK, UNITED STATES, January 14, 2021 /EINPresswire.com/ — Restaurants have struggled amid the COVID-19 pandemic as foot traffic has fallen. While many people continue to order takeout, delivery apps are often expensive for restaurants and customers alike. Now, many restaurants have closed down, and many will never return. David Beston, a New York-based Chef, believes that the northeast food scene will never be the same, but also that it will thrive again.

“The COVID-19 pandemic has changed everything,” David Beston says. “Many restaurants have closed down and won’t be opening up again. Some local favorites may now be nothing more than memories. That said, I believe that the northeast food scene will rebound.”

In December, it was reported that at least 110,000 restaurants had closed during the pandemic. Experts believe many of these closures will be permanent. Before the pandemic, analysts found that roughly 7 out of 10 restaurants will close within the first three to five years of business, so going out of business is common for the food and beverage industry.

“Running a restaurant is hard,” David Beston argues. “Even during the best of times, a lot of restaurants close down. Now, amid some of the worst times in recent memory, even more businesses will close.”

Still, it’s not all bad news according to David Beston. He argues that many of the restaurants closed during the pandemic were likely to struggle even during normal times.

“A lot of restaurants end up closing down pandemic or not,” David Beston Chef points out. “The pandemic probably sped up closures, but many popular, well-managed restaurants will survive.”

Now, with businesses closing, it’ll open up room for new restaurateurs to try their hand. Lower rent prices may also help make it easier for people to try opening their own restaurant.

“It’s unfortunate that so many businesses are struggling. That said, there will be more restaurant lease space available, and in the next few years, entrepreneurs may be able to secure cheaper rates,” David Beston says.

Cheaper rates and more opportunities in the market may allow people to test more creative ideas. This, David Beston believes, will help spur a rebound in the northeastern restaurant business.

“The restaurant business is driven by innovation with new chefs and entrepreneurs trying out new tastes, experiences, and recipes,” David Beston says. “With so many restaurants closing down, it’ll create room in the market. Five years from now, we may be enjoying really good, innovative restaurants that found an opportunity due to all the market space that opened up.”

So who might find success in the restaurant industry? David Beston says good food is no longer enough.

“Great food is a prerequisite, but not enough to ensure success,” David Beston claims. “Being unique and offering different flavors helps. So too does a unique experience. If people are going to dine out, they want not just great food but an awesome atmosphere and environment.”

The Director did not err in finding that PANYNJ expended airport revenues on non-owned facilities or projects, in violation of Grant Assurance 25, Airport Revenues, and FAA's Policy and Procedures Concerning Use ofAirport Revenue and contrary to its 49 USC § 47107 and 47133 grandfathering authority

The Director did not err in finding that PANYNJ is not using an acceptable methodology to calculate the amount of grandfathered airport revenues and has not complied with the grandfathering exception provided by 49 USC § 47107(b)(2) and § 47133, Grant Assurance 25, Airport Revenues, and FAA's Revenue Use Policy

The Director did not err in finding that PANYNJ lacked transparency in setting its rates and charges in violation of Grant Assurance 22, Economic Nondiscrimination and contrary to the FAA's Policy Regarding Airport Rates and Charges, and engaged in deficient accounting practices and record-keeping in violation of Grant Assurance 22,Economic Nondiscrimination.

This matter is remanded to the Director to determine if PANYNJ has grandfather rights based on a pre-September 2, 1982 law controlling financing as provided for in 49 USC § § 47107 & 47133 and grant assurance 25. This decision affirms the Director's decision that to the extent grandfather rights exist, they do not allow for the expenditure of airport revenue to support facilities that PANYNJ does not own or operate.

It is hereby ORDERED that (1) the Director's Determination is affirmed, as so modified, and (2) this matter is remanded, in part, to the Director, to determine the basis for the PANYNJ' s grandfather rights, if any, and as to whether to issue a civil penalty.
